Hands off to the face

Given the latest emphasis on high tackles blah blah, there appears to be lots of confusion between coaches, parents and referees about whether hands off to the face at age grade level is allowable or not.  I was just wondering what any of those groups think is the correct interpretation.   is it allowed at all in u18 and if so  at what level can it  be done?

U13's upward can hand off to the face with open hand and bent arm.  As regarding the law change, I believe it only applies to the tackler to eradicate high tackles with swing arms and shoulders to the head.
